Part 1: Legislation Grid

The selected health-related bill is the Stronger Child Abuse Prevention and Treatment Act. The bill was introduced on January 25, 2021, during the 117th Congress (2021–2023) (Govtrack, 2021). The bill is a representation of a legislative overhaul in the US addressing child welfare. This Act would require national standards for tracking and reporting child fatalities caused by maltreatment to be set by the US Department of Health and Human Services.

The legislative intent of the Stronger Child Abuse Prevention and Treatment Act will help states to address the increasing rate of child abuse and neglect in the country. This Act intends to provide the responsible authorities and organizations with funds to build strong prevention services to boost the quality of child protective services and strengthen families. In particular, this bill will authorize $270 million to be allocated to the expansion of prevention services to benefit more than 3 million children annually (Robert, 2021). Additionally, $270 million will be set aside to facilitate new research and child protective services agencies’ activities to enable them to expand services to meet the rising demand without compromising quality.

The proponent of this bill is the US Department of Health and Human Services (HHS). This Act will guide and empower HHS in establishing national standards, which will be used in tracking and reporting child fatalities and near-fatalities caused by maltreatment. Secondly, the bill will support HHS to develop an electronic interstate data exchange system, facilitating inter-state sharing of information regarding cases of child abuse and neglect registries. The bill will also enable HHS to understand child abuse and neglect associated with substance use disorders among the family members. HHS will also learn about child sexual abuse and racial bias in the child protective services system. Finally, the bill will enable HHS to evaluate unregulated custody transfers and take the necessary actions.

This bill mainly targets children and families that have experienced maltreatment. Child abuse and neglect is a significant public health issue in the US. The country is experiencing a substantial increase in the child maltreatment rate in recent years due to the devastation of families and communities by the opioid epidemic. Thus, the bill will ensure prompt child protective services to improve children’s safety, well-being, and quality of life. Additionally, the bill will assist families in examining the root causes of these maltreatments to reduce the future’s high rate.

            The Stronger Child Abuse Prevention and Treatment Act is currently in the first stage of the legislative process. The committee will consider this bill next before it is sent to the House or the whole Senate for their ruling.

Part 2: Legislation Testimony/Advocacy Statement

I support the Stronger Child Abuse Prevention and Treatment Act. This bill will enhance the support of the US Department of Health and Human Services (HHS). First, the bill will empower HHS to establish national standards for tracking and reporting child fatalities and near-fatalities caused by maltreatment. Furthermore, the bill will help HHS develop an electronic interstate data exchange system to enhance inter-state sharing of information regarding child abuse and neglect registries. The bill will also enable HHS to understand factors contributing to child abuse, such as substance use disorders among the family members. Therefore, this Act will benefit children and families who have been victims of maltreatment in the US. Additionally, it will prevent the country’s rate of child abuse from rising further in the future.

I would address the opponents by presenting facts about the proposed bill’s public health issue. The rate of child abuse in the US is rising disturbingly during the opioid abuse era. Many children are victims of maltreatment in the US. The federal government is aware of this public health concern. In particular, the government did not allocate any funds to reverse the current maltreatment trend in children. Therefore, Congress must take the necessary action to ensure this issue does not worsen in the future. The Stronger Child Abuse Prevention and Treatment Act will ensure the US Department of Health and Human Services (HHS) is provided with the required support, including finances and non-monetary resources, to address this issue. Consequently, the high rate of child abuse in the country will decline. 

Overall, the Stronger Child Abuse Prevention and Treatment Act, which was introduced on January 25, 2021, during the 117th Congress (2021–2023), is among the bills that have not been enacted in the US. This bill is currently in the first stage, and the committee will next consider it before it is sent to the House or the whole Senate for their ruling. It aims at lowering the high rate of child abuse and neglect in the country.
