Use evidence/data from the literature and reliable resources to explain the issue and support your recommendation.

This section should address the following questions: o What is the issue and how big of an issue is it? Why?

o Who is impacted by it?
o What led up to this issue? o What are the different sides of the issue? What are the arguments and perspectives these sides take with the issue?

o What constraints limit the range of alternatives to addressing the issue?

o What are the consequences of not making a decision or resolving the issue?

3) Closing Statement • Summarize what you want the reader to understand from this paper and provide your recommended course of action. Your recommendation should be direct, clear and supported by evidence you have already presented. Do not add anything new in this section. Explain why your recommendation offers the best resolution or course of action.

This section should address the following questions: o What is your proposed recommendation or solution?

o How does this recommendation resolve the issue?

o Why is this the best course of action? o What are the benefits or advantages?

o What are the risks or disadvantages?

A briefing paper includes a recommended course of action, outlining arguments for and against the recommendation. The paper should provide enough background on the topic that the reader has a clear understanding of the issue, its current status and the rationale behind the recommendation.

Briefing papers are usually written for an informed, but not necessarily expert, audience. They are often written for decision makers who do not have the time to conduct the research and analysis necessary to have a comprehensive understanding of the issue. Briefing papers present relevant information about both sides of an issue in a clear and concise manner to help the reader/decision maker get up to speed and become well informed and well advised.

The biggest challenge in writing a briefing paper is deciding which facts, elements and arguments to include. The writer must sift through all of the evidence to identify the most relevant and meaningful facts and findings to present to the reader. A briefing paper is supposed to be brief (only a few pages long) so it cannot cover everything on the topic. The writer must decide what to include and what to leave out, with cautions attention to the need of making the reader well informed.
