o What are the consequences of not making a decision or resolving the issue?

3) Closing Statement • Summarize what you want the reader to understand from this paper and provide your recommended course of action. Your recommendation should be direct, clear and supported by evidence you have already presented. Do not add anything new in this section. Explain why your recommendation offers the best resolution or course of action.

This section should address the following questions: o What is your proposed recommendation or solution?

o How does this recommendation resolve the issue?

o Why is this the best course of action? o What are the benefits or advantages?

o What are the risks or disadvantages?

A briefing paper includes a recommended course of action, outlining arguments for and against the recommendation. The paper should provide enough background on the topic that the reader has a clear understanding of the issue, its current status and the rationale behind the recommendation.

Briefing papers are usually written for an informed, but not necessarily expert, audience.
